just a quick side note to explain a bit about Cabal. he's still very young and inexperienced, but also very 'gung-ho' and by-the-book being fresh out of the academy (OTS). he's both eager to prove himself and try to earn the respect of the seasoned vets, but also a bit on the defense due to his race. so basically, he's the hungry young minority leader, in case he comes across as having a chip on his shoulder because, at least in part, he does.

Just a thought, I may have this wrong, But where in gods name does Cabal get off thinking he would ever be put in command over Humans? So far as I recall the CS doesn't ever do that.
Again just saying and I could be wrong.

you might want to brush up on the CS and their changing policies. not unlike the current military. old-school: magic, psi and mutants=bad; human supremacy=good. new school=study magic through RCSG, actively recruit and engineer their own psychics and mutants and employ mutants, augmented humans ('borgs, juicers), etc. particularly CWC, Lone Star and Psyscape for more info on the psi-stalker's roles, and the various psi (psi-net, psi-bat, etc.) programs available to them. it's very enlightening. you are correct in that it is extremely rare, possibly unheard of by the normal rank-and-file soldier, which should immediately give pause that Cabal is not normal to have been granted such status, but those who dwell in glass houses should not cast stones.

Believe me I am well studied on the CS, note that it said Rarely Command as in it doesn't happen much.
And given that throughout the books that deal with the CS that Stalkers are usually considered Second Class citizens.

yeah, that was kinda my point as to why a stalker would be given an officer's rank. most people would stop and think. he'd have to be or do something impressive or unique, be very powerful, well connected, or some combination, but it does answer your first question as to "where in gods name does Cabal get off thinking he would ever be put in command over Humans?" it would probably be more accepted among the psi community, but it does happen.
so now it's my turn to pose a question. how does a physically non-augmented special forces commando with only two physical skills consistently end up with stats between 24-30, including mental attributes for which there are no skill bonuses? you would have to roll 4-5 nat 6, 6 out of 8 times, and that's not just this but all your PCs that include stats over 30. statistically, you'd have a better chance of winning the lotto.
hence my reference to glass houses and casting stones. even my physically augmented PCs like Cabal are capped at 30, and that's with juicer and all available physical skill bonuses. call it "penis-envy" if you want, but not exactly fair to those of us who go out of our way to make the attempt to play it by-the-book and put forth a lot of extra effort to be creative and imaginative with our PCs within the framework of the game.
