Suffice it to say I lack your martial finesse, if I possesed it I might think differantly" That said as Augustus departs, The Scarecrow will sneak into the building, right behind the first person to open a door. If that doesn't seem likely (or will take too long given the PPE needs of re-casting invisibility) he will check the windows, perhaps one of the office windows can be opened (or is already open if a cop or detective wanted some air).

As the scarecrow enters the building, one thing is clear: All the policemen are zombies. The air is rank with the smell of death and decay, there are no open windows.

"Ugh, this is going to suck" thinks The Scarecrow to himself. Having apparently entered the building following one of them. He isn't sure how well this will go, but he will begin to check the offices to see if he can find the source of the mystical energy. Right now he is thinking the best bet might be to just see if he can light the whole building on fire, if the legionaires hadn't already set out to sneak into the building their own way, he'd probably just depart and go looking for some gasoline.

The Scarecrow will check the door and see if it's locked. If it is he shall attempt to pick the lock.
1d100 (skill 35%)
If that fails he shall attempt to kick the door down (not ideal, but if that's where the energy is, he does need to get in there).

Scarecrow opens the door. The commissioner is clearly a powerful sorcerer - the energy practically radiates from him. 6 feet tall with a neatly trimmed black goatee, he has a long face and dark green eyes that stare right at you. "Oh, the troublemaker come to my town. Here to die, little wizard?"

"Well, actually I wanted to ask what the point of infesting the entire area with zombies is. To be honest, if I wanted to kill you I probably would have just sealed the doors and then found a way to light the building on fire. You might have gotten away but it would have doubtlessly taken our most of your zombies, and really that's what got my attention".

The Sheriff simply shrugged. "Town needs order to keep the rough element in line. Fear of the living dead has that effect on a body. Simple as that. Now the folks who need to stay safe are safe, and the folks what think they can get uppity - the coloreds and unions and riffraff like you - know better."

"Well, to be entirely honest I can't say I really agree with some of your targets, but overall what you seem to be trying to do is very similar to me. Trying to create order through the use of magic and intimidation.
When I first discovered magic the knowledge burned through my mind like a fire and I saw a lot of rather dark things. I think I can understand how you wound up where you are now. The zombies are a bit much, and represent a threat to people who aren't doing anything fundamentally wrong, especially if you were to lose control. Unions, coloreds, and others well... those are touchy social issues, and could be argued from a number of different moral perspectives, with my powers I tend to stay out of politics or social engineering and instead put my attention on what is undeniably wrong... attacking criminals, gangs, and the kinds of situations law enforcement simply can't handle."
Being a good guy, The Scarecrow figures he'll try and reason with the guy, though that's probably doomed to failure.

"You talk alot, kid. You're just some young punk - you really plan on hustling on me?" The Sheriff raises and eyebrow and he seems to reach for a talisman of some sort.
As he does, there is a loud crash and the splintering of wood. It's clear the Legionnaires have arrived.

Scarecrow casts fear (hey maybe some will have as bad luck as he does with die rolls Lol) if this works it will hopefully get him to drop the talisman (if it got it) or recoil so he won't reach for it.

"I'll take that" the Scarecrow says in his creepy voice as he will snatch the Talisman or whatever it was that his enemy was reaching for. He figures this guy probably has a defensive spell up so shooting him wouldn't resolve things, and he's already under the effect of a mind influencing spell. Whatever fight ender he thinks he had the Scarecrow figures he might be able to use on him.

Can the Scarecrow figure out how to use this Talisman and what it does when he picks it up? Assuming it's something destructive as he's guessing he'll use it on the Sheriff if he doesn't give up.
"A gun? Really. We both know bullets are just going to bounce off our protections which is why I didn't just shoot you when I came through the door. On the other hand I now have your talisman which I'm guessing is pretty nasty despite magical defenses which is why you wanted to use it on me. Now drop the weapon".
Alternate strategy: If The Scarecrow doesn't know how to use the talisman or what it does when he picks it up, instead of lipping off or going to use it, he's going to cast multiple image (which should give him another defense along with his armor spell) since the guy is taking the time to draw his gun he should have the spell off by the time it's up. He figures if he's going to get into a "who can drop whose armor first" gunfight he wants to load the deck in his favor by making it so this guy misses as much as possible.
In the former case being a straightforward good guy, The Scarecrow pretty much feels obligated to give him another chance to surrender before he does something truly nasty to him.
