The basic concept is a group designated to perform operations that are deemed to dangerous for conventional groups. This game would be hardcore one with PC death as a real possibility. This game also would provide a possibility of using villians that are pre-made and made by PC's.
A few basics to keep in mind on this sort game.
1) have a back PC concept and PC in case of deaths.
2) Game rules will reflect PC are in a far more dangerous situations. Changes may include Called shots being easier, PC characters start out as 4th level and other bonuses.
Missions could range from Rescuing Captured Specialist, destroying gear vital to a villians plans, preventing heroes from capturing equipment deemed to dangerous by the sponsor.
