I've decided I would like very much to run a game. The game title is ISS: ChiTown.
As the name suggests, this is a criminal investigation show based on the Coalition State's Internal Security Service. Think part FBI, part Army Counter-intelligence, part city PD robbery-homicide desk, part Gestapo.
Given the initials in the name, this game will share a structure with similar procedural crime television dramas. Think NCSI, CSI, SVU, and all the TV shows with initials. There will be a running storyline beyond episodes rife with political intrigue, danger, terrorism and treachery. Other influences include the Martin Cruz Smith "Arkady Renko" series of novels about a Moscow homicide detective, and the "Eve Dallas" series, by J.D. Robb (minus the gratuitous and jarring sex scenes!) Fans of Blade Runner will feel at home in this game.
This is not exactly a combat-rich game, going from one battle to the next. Problem solving, deductive reasoning, critical thinking and above all, character development and role-playing skills will be rewarded ahead of body count and brawn.
I am thinking five players is a good number for this campaign. We need PC's with criminal investigation skills, forensics, streetwise, undercover ability, technical skills, SWAT, bomb squad, b&e, medic skills, etc. I recommend a character specialize in a given field, and maybe have a few electives to be versatile.
Mecha is not a major part of this campaign. OCC's with mecha skills may substitute them for other OCC related skills with GM approval. On the other hand, characters that have mecha skills, and find a need for heavy firepower at some point, may find the skill handy at some point.
Recommended OCC's include ISS beat cop, ISS Specter detective, ISS Intel-Specter, NTSET anti-monster police, CS Military Specialist, CS military technical officer, Psi-Division specialists. All characters are subject to GM approval. Characters with similarities in skills or function to a character submitted or approved sooner may be asked to re-develop. A wide variety of skills are needed for this game.
Bonuses will be given to new characters with rich backgrounds, idiosyncracies, creativity and effort to be unique. Hobbies are encouraged beyond physical skills. RPing beyond cases will be welcomed and rewarded.
ie: While your character enjoys boxing, he also enjoys flower arranging. After a rough day on the job, he stops to buy a new vase, buys a mixed boquet and vase and heads home to work out some stress with creativity. The next day, he brings his creation to work. While the squad goofs on him, he gets the attention of the attractive young medical examiner. She pushes his cases to the top of the list for autopsy, and he gets a modest XP bonus.
Faults are also encouraged. The "boozer cop" is a stereotype, but for a reason. Players who give their character a flaw will be allowed some compensation, with approval. While a character may confront a situation where his flaw is exploited, other members of the team, and good RPing should present avenues to overcome and triumph.
Backgrounds that explain both areas of strength/skill/experience and weakness are appreciated and will be rewarded modestly with bonuses, and quite possibly, in game in a number of ways.
In short, this game is not for Mary Sues. This is not a linear RPG with a start, middle or end. It is dynamic, and will change based on what characters decide to do.
"ISS: ChiTown" is above all, about role-playing over roll playing. Research, playing in character and character development are the keys to the game.
As per name, the balance of the game will take place in ChiTown and the 'Burbs in the Coalition States. Most all characters should be humans, but if psychics are rolled, they will be permitted. Proposals for Psi-Division characters will be accepted and one MAY be permitted based on strength of background, character development possibilities, and diversity of strength and weakness. The game is open to one dog-boy, especially a "sniffer" and one psi-stalker.
A word of warning, psi characters, dog boys and psi stalkers may face persecution from NPC's.
Recurring NPC's will be available to the squad to add skills the team does not have, provide regular interactions and serve as informants, friends, rivals, collaborators, and yes, villains. We'll have familiar settings, like bars, drug dens, pawn shops, the station house, etc.
