Karson: CSPD liason to Caveliers. Very experienced police officer and traning officer.
Troubleshooter : As in the PC section of Century Station, PP 159. He is currently working for the Caveliers, presumably to get more resources to find the person responsible for blowing up the Labrynth.
Power Armour: Video-game obsessed teenager (about 18 or 19). Power of note is Matter Expulsion: Metal. Note that he has no actual bionics whatsoever. Currently, he's a member of the Cavaliers. Though, that might be because he doesn't know how to go on his own.
Dorsette: Upper-manager at the Regault Foundation. Seems to be responsible for less-than-charitable activities.
The Regault Foundation: A charitable foundation, created for Dome's PC, that provides cybernetic and bionic enhancements to help those in need carry on a more-normal lifestyle.
Otis McPhee: A nano-technological engineer. Responsible for a new bio-feedback technology that improves cybernetic technology. Or appears to be so.
Daveris: A white-Haitian mix who dances in a gameshow called So You Think You Can Perform. SHe has not powers to speak of. She has been cut from the competition, but may show up later. In a later development, we see that she's in fact very aware of Mei's abilities, and is a real estate agent for super-beings... maybe.
Sock-Puppet-Man: A small-time super-hero and member of the Caveliers, he appears as a man dessed all in black leotards, from head to foot (the face is not visible), with a woolen grey cowled cape, and a long woolen sock-puppet on his hand. The hero speaks through the sock - meaning it's the sock's mouth that moves, not the hero's (or at least not visibly) - in a fashion after a childrens' television show. The hero appears to have some kind of conjuring or force construct abilities. The person behind SPM is a young man named Jerry who, in contrast to his outgoing hero persona, is so incredibly shy he cannot so much as ask the weather without collapsing into himself.
William Bishop: A Grackletooth police officer from the future who has come to help Kendall and Mei prevent a menace - called Bio-feedback zombies - from starting (perfec evidence I did pay attention to the X-Men stories). He has a Mystic Weapon claymore. There will be a PC sheet for him eventually.
The Iron Brigade - As in Century Station, PP 137
Magnificent Johnson: a teacher down on his luck and homeless. He was conned into becoming a cybrnetic experiment that is eventually killing him. He has since agreed to help the CSPD in the matter.
