Character Creation

Note I will likely let recycled characters happen but all characters at this point will need to have powers.

I will have to look and see if anything is off limits but I was thinking all should also be megaheroes.

I will accept recycle characters so long as they have powers. Preference is powered all the time and Mega Hero's. If creating from scratch I will come up with rules shortly as needed.
