How come all the other APS powers actually change your body but APS electricity doesn't, at least as I see it.

Actually that is probably why this one is tied for my favourite APS powers. However in this case I think it is more of the when it came out with the original book. If you read aps - fire you do not actually transform as the nat AR is from a fiery aura.

Well, even if that is true with fire, APS electricity still seems like the weakest APS out there. I used a villian with the power and that power, alone, would have made him nothing but a tingly speed bumpy.
I mean if electricity and fire aren't physically transforming then why are they "alter physical structure" powers? Wouldn't that make them like aura powers or something along those lines?

I don't disagree with the why are they alter physical structure powers, as I stated that was probably what they had in the day. Oops happened and never really fixed it.
I know aps electricity very well and also know APS fire contradicts itself (This is more of if they were fire then things would pass through them but if you read the natural armour rating under number 7 it refers to it as a fiery aura that melts objects before they strike the body. If it were true fire then there would be no means to pick up items as there is no kinetic body to do so). If either were done in later power editions they probably would get an update but then that will cause arguments on which to use, some will like the original printing.
That said though one could toss aps - electricity in with the same lines as Bio armour which is partially considered and APS and partially not.
Or go to what marvel faserip did and say it is really an aura like they did when they released the powers book.

APS Electricity and Fire just need to be reworked to more current levels. Sadly, the APS powers were not created along the same guidelines (if there were any to start with).

The non obvious appearance of APS: Elec is what makes this such a great ability for me since I prefer characters that are multi dimensional. Sure, APS:Steel or Magma have great physical capabilities, but an APS:E pc can wade into an enemy position unnoticed and be far more effective than smash and blasting your way in. Got to agree with Sasq, one of the better APS abilities. As for transformation, who would really want a useless pc form like Zzzax?

The ability to travel along power lines and between two points to electrocute/stun targets is quite useful if strategically applied. Thieves and battle tactics in urban or industrial settings change drastically with this power. Living Fire being a tad more limited but would make close quarters difficult as your hitting a non-solid being and burning yourself as strike him.
both powers have obvious limits that well with reason. Only certain areas are static free/electrical dampened or it can't rain all the time. and even in such conditions even the most seemingly limited power works.
