Here is the master skill list for the game. I dropped some skills like Radio: Scramblers because they just don't make sense (scramblers are relatively automatic as a piece of equipment) and other I felt had no use even as character background. If you feel there is a skill you want and should have as a character, let me know, we'll figure it out. Other skills such as literacy, have been subsumed into the language. If you can speak it, you can read it. Some skills have sub-types such as survival. If you get one of those as a background skill, you chose it. If it is part of your MOSs or advanced training courses, it'll be listed as such. Master Skill List ver 2.xlsx (29.43 KB)

Tactics-This is both too much of a catch all skill but I also don't want to overdose on separate skills either. What I've done is set up sub-types for it (and a few other skills). Tactics though is a very special case because there are two groups of sub-types which can be synergistic. Bonuses gained through Tactics apply only to that sub-type chosen.
For instance, with Tactics you have one set of sub-types that refer to the environment. I.E. urban, woods, jungle, water, space, shipboard, plains, arctic, desert, mountains, swamp, (If I've missed one, PLEASE let me know I'll add it). Then you will have a separate set of sub-types that are enemy related Invid, Masters, Zentraedi, EBSIS, Southern Cross rebels, (again, PLEASE let me know).
So, say for instance you are fighting an EBSIS force in a city. You character has Tactics(urban 40%, EBSIS 30%). Obviously both of these apply. You use the highest and half the lowest to get you skill rating in that situation. In this case your total Tactics skill will be 55%. Don't worry I'll keep track of the situation and let you know by PM what it is.

Weapon Proficiencies, Each one will have one "familiarity" unless stated otherwise. This is a weapon you have used enough to know backwards and forwards. Sorry, no matter how good you are with pistols, you don't pick up a completely knew one to you and perform flawlessly with it. If you take a W.P. a second time, you get two extra familiarities with it. You can gain a familiarity in play by participating in combat with that weapon once or twice. If you are using a unfamiliar weapon, your bonuses with it are halved and it takes you an extra melee to reload.
