Rank is in ascendeing order. A 1 makes you the commander. If the PC that is the commander cannot play (that is, no longer part of the game), then I'll re-roll. I doubt it'll be a challening job, and if the players do not respect the person in command - even if they don't complain - their boss, Sheila, will come down hard on their assess. Only finished PCs can have a chance at being in command.
