G.U.A.R.D. (Global Urgent Assistance Response Detachment)
This organization was an off-shoot of S.C.R.E.T., but became its own entity for fiscal reasons. The group is comprised mainly of super powered beings. The teams are trained to respond to mass casualties around the world. Since they are global, the members could be from anywhere in the world, but the main training center (where the game would start) would be located in the United States (actual location pending).
This game, which started as a "what if" thought I had a few years ago, is different than the typical games because there really is no 'combat'. The characters would use their skills and powers to rescue people and save lives. Missions include earthquakes, wild fires, and search and rescues at sea and in forested areas, to name a few.
Powers/skills should be picked based on that. If you want more details, please let me know.
***This is sort of a play test as well since I've never really gotten to deep into designing the group. I have the basics, but the real development comes out during gameplay***

This sounds real fun! I like it.
I have a couple character ideas....
A water oriented hero would be cool. Especially since water characters always seem useless in a typical heroes campaign.
A healer would be a good addition.

Wow! This sounds awesome! Who's running this... Oh, I am... I guess three is a good start. I'm sure a few more will pop in once it gets going. Just to let you all know, my life can be rather hectic at times and posting may go slow at times, but I will try to keep it going as regularly as possible. I'm still a little rusty since I haven't done any gaming in quite some time, so bear with me as I get the old GM skills back in working order. Thanks.

There will be a delay while I try to think of a new name for the team to avoid confusion with the GUARD game already taking place on these boards. I'll let you know when I'm ready to talk about characters.

I'm easy, but keep in mind the nature of the game. Combat will be to a minimum, at least against super villains (if at all). I have all the HU books and many other Palladium books. Just send me an idea and I'll let you know. But all power categories are open. As this agency is also partly public relations keep appearances as close to human as possible. If you are trying to rescue someone trapped in the rubble of a building that collapsed due to a monstrous super villain then it could cause problems.
One thing on skills. Everyone will have to take paramedic as that is part of the standard training all members receive. As far as skills, we need a medic, engineer, firefighter (Chaos Earth has a set of skills for firefighting), wilderness survivalist, and any other specialty you can think of that would come in handy during an emergency situation (things like search and rescue in all types of environments, firefighting, dealing with collapsed buildings, etc...). Once I get the threads set up I will post some more information.
All characters will start at level two at a minimum as SHARD doesn't recruit people just out of high school.

Before everyone goes crazy rolling up characters, here's an example of an NPC from the game: Excerpt from an interview on The Morning ShowHost: Today we are pleased to have Kyle Stevens, known as A.F.F.F., from S.H.A.R.D. with us. Not only is he a member, but he is the first and considered to be one of the best. Thanks for being with us Kyle. A.F.F.F.: Pleasure to be here and my code name is pronounced A-Triple-F. Host: Ah, that makes it easier to pronounce. Why don't you tell us about your code name, for those, like myself, that don't know. A.F.F.F.: Sure. A.F.F.F. stands for aqueous film forming foam. It is a standard fire fighting agent. Basically it's like dish soap and smothers a fire. I took the name due to my abilities to generate and expel a similar substance. It is a perfect fire fighting agent that stays around long enough to extinguishs a fire and evaporates into nothingness in a short time. Host: Well, I think we've all learned a little something already this morning. (Laughs) So, how did you come to be with S.H.A.R.D.? A.F.F.F.: Well, I enlisted in the Navy when I was 18. Host: Did you know you had super powers then? A.F.F.F.: No, that wasn't until later. Anyway, I joined the Navy and was a Damage Controlman. Basically a fire fighter. A few years later I was fighting a blaze near the reactor when I was caught in an explosion. We saw it coming amd, as the team leader, I made sure my team evacuated before the explosion. I barely escaped the full impact. Many consider it a miracle I'm still alive, though I think my powers saved me. Powers I wasn't aware of at the time. A few weeks later I was getting a medical screening to make sure I was fit for full duty, but the blood work had some weird symptoms. The docs couldn't explain it, so I was medically retired. Now we know it was just the manifestation of my powers. I've been taken off the medically retired list and was instead honorably discharged. I learned to use my powers, but not many firehouses will take a known mutant. Disappointed, I found some menial jobs and kept my abilities hidden. Host: Any masked vigilante work? (Laughs) A.F.F.F.: No. I'm not a combatant. We've had a few experiences in the field, but no real combat. Not like that. I'd rather risk my life in a direct attempt to save lives, not make arrests. Law enforcement agents have my utmost respect, but its not for me. Anyway, then, I came across a house fire. I knew I had to help. I saved the entire family and minimized the property damage. It wasn't long after that Dr. McGinnis approached me about joining S.C.R.E.T., but not in a combat roll. The program was to become S.H.A.R.D. Host: Great. How many lives would you say you've saved since joining? A.F.F.F.: The teams have saved thousands. Personally, I don't count. If I had to guess I would say somewhere around 500, probably more. But, that's counting those I've helped in an unofficial capacity. Host: That's amazing. After the break, we'll talk some more with A.F.F.F. and find out about some of his more harrowing experiences and most memorable rescues. A.F.F.F. is the first member of S.H.A.R.D. and also the most popular. His public service messages, personal appearances, and exemplary conduct have made him a spokesman for S.H.A.R.D. Though he's still is active in the field, he spends a lot of time training new members of S.H.A.R.D. in team tactics and fire fighting. Powers: Alter Physical Structure: Foam, Impervious to Heat and Smoke That was a quick, rough outline of a S.H.A.R.D. member. Hopefully that will help with what kind of characters I'm looking for. Not much combat and more skill use and creative thinking.

i know i have an actual healer, but it's not in the books so i'll have to send the class sheet to you instead to look over.
but she was started off in chinese medicine and alternate healing with massage, shiatsu and acupuncture as the main skills . . sound interesting?
