Solaxis touches down at the front steps of the Planetary Assembly Hall Complex, a massive structure of domes, pillars, and spires of amazing architecture. The media, seeing the image of Bhlaze on the front steps of their government building, immediately rush to him, cameras, holo-recorders, and audiorecorders on.
"Who are you?" "Are you here with news of the Tarlok fleet?" "Is there a secret Bhlaze Agenda to light our planet on fire to make it your new homeworld?" "Are the rumor true about Nebular's secret Dark Space Bomb?"

Solaxis raises his hands. "please, be still a moment." waiting for the fervor to die down. then slowly and calmly begins trying to answer each of their questions in turn. "I am Solaxis. I have no news of the Tarlok, but I can assure you that I am here as an ally. our only interest is in helping defend against our common enemies. now, if you'll excuse me, I have pressing matters to attend to. thank you for your hospitality and time." with that, he turns and proceeds inside.

The press continues to hound you even as you enter, until the Assembly's security teams hold them back. An escort takes you down the corridors to the office of the Interior Minister: a middle aged Seerman who has lost all of his hair and has a slight paunch.
"Sit down, Mr. Solaxis. For future reference, we would appreciate if you respected our desire for discretion. At times like this, we do not want to give the public any cause for undue alarm."

The Interior Minister bows. "I'm afraid I don't know what the formal greeting custom is for Bhlaze. I am Darmar Piryk, Interior Minister of the Planetary Assembly."

Piryk nods. "Very well. I trust General Strell has advised you of the nature of the mission, and you've accepted. For that, we are thankful. First, if you'd like to ask any questions before I give you a very tedious descriptions of your full duties and responsibilities?"

"Very well, on to the subject matter. By agreeing to this, you will be representing the Seeronian government in relations with all off-world governments. Note that I say governments and not militaries; that is for the mission's military commander to decide. If you encounter a military government, then you and the mission commander , Captain Jhon Roben, will have to reach an agreement as to how to best proceed on a case by case basis. In your position, you will have broad discretion as to what you can and cannot offer an alien government; I won't bore you with the details, but your attache will assist you in clarifying the matters. My understanding is that he's an avid student of Seeronian law and will be most helpful in giving you the fact-of-the-matter details on what few limits there are."
He pauses. "As to what you are to bargain for, the government desires aid for the coming Tarlok invasion. That aid can come in humanitarian or military aid and could include but is in no way restricted to: Arms, advanced technologies, allied military or civilian personel, vessels, energy, raw materials, mining rights, land rights, other resource development projects, and the establishment of other goods and services. If you come into a situation where you can obtain technology at the price of an ally...." he hesitates. "The government has a stated preference for allies. We feel that weapons can come and go, but friends will get us through the dark times ahead. This will probably not be a viewed shared by the military, and you should be prepared to confront that possiblity."

Solaxis nods, "agreed. just for clarification, the ship will be given official classification as a Seeronian embassy where all Seeronian laws apply, political asylum may be granted and diplomatic immunity applies? in that case, I'll be keeping the attache busy as I'm not well versed in your laws besides a rudimentary understanding."

Piryk shakes his head. "No, the ship is still a military vessel, and will for the most part be under military command, except in such cases as you'd be required to legally override the mission commander. However, we will designate the Civilian sections of the ship as Seeronian Soil, with those attendant factors. You can meet this attache after this meeting and he'll explain matters to you more fully and in great detail. Now, do you have any questions?"
